It feels like what defines the protagonists from antagonists in this story is largely how they deal with grief and trauma. The father caved to social conventions and planted the seeds of hatred in the sister. The sister accepted it and created a cognitive distance where all problems are derived from Reiju or otherwise externalized. The father could have grieved properly with both of his children and accepted the carriage accident as just that.
The empress seems to have a similar problem. Likely she largely hates Prince Claude because of the emperor not loving her and loving his mother. Thus instead of being a good stepmother and securing her position, she plots and schemes.

I agree with her, it’s all his fault, though obviously she is responsible for her own actions but he raised her that way.
