I finished the novel sometime after the below comment. Apparently Harmin tea is not toxic. It is actually a way to control erratic manaflow caused by the violent nature of mana in the North that makes people born in the North exceptionally good at controling mana. Pakour house manipulates and does many shady things to seize the power of the empire through Harmin tea but eventualy fails all thanks to Chervian, Karmen, and the Silver-Haired Duo.

I guess there is more to Harmin tea than meets the eye. Maybe it is toxic if taken in long term.
