I think the old coot still believes FL is the emperor’s mistress and is hinting she’ll get the boot when the emperor married a “proper” noble.

I don’t think he means it that she will be the queen, since she can still achieve many great things even as the mother of a nation. As it said a while ago in probably like 40 chapter ago, ” the emperor can’t marry”. The context was not that he didn’t want to but he wasn’t allowed to. I feel like it has something to do with his younger brother. Probably the current emperor has a deal with the duke that the younger brother will become emperor when he comes of age, since the current emperor is an iligitimate child, the younger brother is probably of the direct line. What the duke means is probably that when the new emperor rises, new aides will be hired, hence her hard work won’t matter anymore and she won’t be able to work as aide.
