   I think I’ve figured it out. The imperial family uses forbidden magic, her ancestors tried to stop the imperial family using her powers (as it is the ultimate weapon against the forbidden magic) but failed and it costing them their lives. Her father (?) and previous heads of the family made a deal with the imperial family. They would find and seal anyone who had the ice power. I’m also assuming that there can only be one wielder of the powers at a time (like the avatar) meaning that if she dies, someone else could be born with the power and they’d have to find them again. Hence why they brainwashed and abused her, so she would be dependent on them.
