Okay, here’s my theory. She never actually dropped the investigation. She had to pretend she did to keep her family safe. She was working to overthrow the new emperor in the shadows, and that’s the men she’s been meeting. The gold and jewelry are ways to fund the rebellion without leaving a paper trail.
