to be fair to this merchant, at first he had no idea how good the scroll was, hes just a merchant selling the goods he had in stock, and of course hes giving free food and drink without seeing the product being sold to random people of the street without any identification, and he saw an opportunity to get rid of something he thought wouldn’t do much for a profit. its only now he knows how good it is and offers a price, and the mage hes buying from doesnt make any counteroffers or raise the price of their goods, since the buyer doesn’t control the price, its the seller, and she thinks that’s a fair price.

She didn’t know any of prices and that merchant understood that she is a young desperate mage so he bought a bloody magic scroll for just 1 silver and a piece of paper. That definitely looks like a scam (take advantage of someone’s misfortune and lack of information).
