From what I can gather ues the dad’s are related. No they’re not actual brothers. No the kids aren’t cousins.
My guess is a member of greens family married into silvers family at some point and so while related they are very far removed. Why? Same eye color (which has already been stated is from greens family) however have the powers of Azure not Rust.

They are from different bloodlines people. Argo and rust. Not bio related so calm down. The fathers are just calling each other brother because of a “brotherly relationship”, it’s something that gets lost in translation but regardless, they are not brothers. They may have like a great×6 aunt or uncle that married into the other family. I highly doubt they’re related tho, seeing as there was clear distinction of families and there is also the matter of those genetic powers. Even if they are, they can’t be related that closely or the entire basis of those powers would make no sense.
