Remember the brown-haired lady in the photo that the Duchess has? I think that lady is related to the Emperor, and the Duchess has done something to her (like keeping her hostage or something). The contract might be that the Emperor must keep the Duchess safe and have powers in the kingdom.
The emperor only acts as a womanizer because of the Empress (read the previous chapter–the inn scene with the blond hair). He also acts dumb, as if he doesn’t know how to rule and acts as a tyrant. But behind the scenes, the Duchess is actually doing his job (because of the contract, I think.
Well… that is my deduction after reading the awkward translation (and actually I’m re-reading this story because I forgot all about it—there have been no updates for a long time, and I have so many stories. in my tab. that’s why I forgot the storyline)
