   I think it’s based in a old American tecnic used during cold War, Project MK-ULTRA.

   “during a Senate investigation into Project MK-ULTRA (1977), files revealed the experiments tested drugs (like LSD), sensory deprivation, hypnotism and electroshock on everyone from agency operatives to prostitutes, recovering drug addicts and prisoners—often without their consent.”

   Basic she used drugs (the candle) to implant information like: he should love and protect the FL to all costs, also fears the Duke cause she is strong and might hurt the FL.
