No no, you’re all wrong. It’s called “shared responsibility” where parents/teachers punish not only bully but as well as victim because THEY BELIEVE it’s not fault of adults but a victim who actually PROVOKED a bully to behave the way they did. That they are the source of this behaviour.

In my way, as I experienced it myself as a victim, being blamed by parents and teachers, that it’s actually my fault I’m bring bullied and I need to be punished to, it is a way to make child close themselves and not to trust adults.

I’m starting to believe that the father had issues with his daughter, I mean if it’s guilt towards his brother fine but why do you have to dragged your innocent daughter in? It didn’t take a genius to figure out that his daughter is helpless in that situation and he makes it worse by pushing her not aggressively but in a gentle yet most painful way.
