Correct me if im wrong but Gallahan doesn’t really have to worry about any thing. His city being the hub is still going to be a success even if all the surrounding cities “block” them. Merchants will flock to the area because its a logistical point, and people will still have an easier access to deliveries and goods compared to going wherever tf the boats are coming from. If Gallahan didn’t make a toll for incoming citizens, then this former knight would be only gathering animosity from his subjects.
