Irina: Irina is a genius mage, with her magic stat reaching the human limit of 9 in the novel. In her final moments, she sacrifices herself to cast magic above the limit, damaging the demon lord and the demon army. She’s incredibly powerful, but after trying to curse Frey she’s left depleted of mana and unable to cast even basic magic without struggling. This is all info from the first 1-2 chapters of the novel.
As for Frey and why he acts like a clown/Idiot: He does this intentionally. He intentionally acts like a third rate villain. It’s easier to play the spoiled brat of the Duke’s house, surrounding himself with corrupted nobles and acting like a fool, all so that behind the scenes he can bring the corrupted nobles to ruin and secretly help the heroines. He can’t act redeemable at all because if he does he may more easily incur a penalty. People have to believe he’s scum.
