I think what is happening here is that the Emperor is publicly making up a plausible story to explain Lyrica’s magic because Lyrica hasn’t been too careful about being secretive (she’s young) and her power will only grow and tbh so will her compassion.
Lyrica has been gifting her self-made magic artifacts left and right to help people and saying “Oh, these artifacts come from the emperor’s treasures!” to cover it up but she originally wasn’t supposed to let anyone know what she can do (mostly because her immense power will put her in danger with the nobles who will either covet her or want to get rid of her), and people WILL become suspicious if only Lyrica ever finds and hands out the perfect magic tool in the emperor’s treasure’s to fix problems that before just didn’t have solutions period.
Ergo, I think the Emperor is trying to gift her safety. Some form of immunity from rumors that are bound to crop up now that she will have to socialize more with other nobles.
Clever~ now she can felt use her mage powers in public! Everyone will think her magic is from this artifact, rather than herself! (Probably her own mother will be fooled into thinking her daughter uses magic because of this gift.) It protects her identity as a mage while allowing her to protect herself with her own power 😁
