Optimistically, one could say he was speaking in terms that a boorish, petty tyrant could comprehend.
There’s a sequence in ‘A Conspiracy of Kings’ by Megan Whalen Turner where Sophos, the young king of Sounis, who is actually a very intelligent and considerate young man, chooses to act like a psychopath with a VERY short fuse to get his nobles under control–the only way to get them to follow his lead at a critical moment is to look like the type of king they’re used to…in other words, like his deceased uncle, the king before him (a psychopath that even his closest adviser described as “the angriest man I ever met.”)
Unfortunately, this guy (Karlotian?) does appear to have his head up his own ass, sooo…
