That’s not basic calculus, it’s more of a set theory/discrete mathematics question. I think it’s 16 I’m not sure, I really hate discrete counting

RP = x1, x2, x3, …, x7 be the set of roots for function P
RQ = y1, y2, y3, …, y9 be the set of roots for function Q
Note that for set B, X = Y, thus the elements of set B can be rewritten as
B = { (X, X) | P(X)Q(X) = 0 }
B = { (X, X) | P(X) = 0 or Q(X) = 0}
Additionally, the problem asks the maximum value of N(B), therefore RP and RQ have no common roots (if the word distinct there means that for P, it has distinct roots that could also share with roots for Q)
Therefore, N(B) = |RP| + |RQ| = 7 + 9 = 16 ◼️
