It’s really not understood here, but in the novel Rashta tests the ability of the assassin by having him kill Fix, her supposed friend. It’s also so that he (Fix) can’t reveal to anyone that she asked him where she could find an assassin. The target of who she needs an assassin for, if they didn’t change it from the novel, is also really effed up.
