Cutting hair is symbolic of change and other things but in these cases mostly some sort of change. It’s an easy way for writers to not just tell but show the readers that their character is going through something, or an important decision has been made, or is at a pivotal moment of their life. Whether the tool is used well or it falls flat depends on the skill of the writer.
