Ok, I think I now have an idea for what’s going on. The Emperor only wanted one child to avoid succession issues…
But I think the late Emperess unexpectedly had twin girls, and had to send Freya away with one of her two maids, and kept Lucia at the palace without letting the Emperor know.
However, with how the Head Maid is acting, I suspect that someone doesn’t want Lucia in charge, probably Adelia’s family unless there’s someone else who wants the Emperor’s Head on a platter that’s still yet to be revealed. It’s also possible that the emperor, because he saw Lucia fear him when they first met, might not know the whole story about what’s going on with his daughter due to not just the Head Maid’s actions, but possibly others as well.
