Idk, I wouldn’t rule out Luna just yet. She probably doesn’t consider the actions of putting a curse on her brother an “assassination attempt”. So her reaction to what he said is still valid. I bet she has her sights on ruling the empire/world. It’s a waste of time for her to squabble over the family’s head.

I think Nanny did this to ensure luna’s Patriarch position or at least to encourage her. It happened purely for dominance & arrogance in the name of Duty & mostly love. I think it was out of line but in manga it’s common & by the way most of the time the character doesn’t know about that, so Luna is Good to go.
