The Emperor is female, only takes male concubines. Mc’s father sends Mc as concubine as a slight, basically. Mc father is known to be a jerk by absolutely everyone and that’s why they think she’s a spy for him at first. Emperor starts seeing baby concubine as a daughter or little sister because she notices baby doesn’t even want to be there, that she’s been abused and neglected by asshole father all along.
Anyway, hope this clarifies the base of the plot a little.
