Sometimes authors choose to take the masculine word for leadership, because they believe it’s positional rather than based on gender. (False… within English.) There is also a belief that the feminine word (in this case Empress) is somehow weaker or subservient to the masculine (Emperor). In that case, if they have a female ruler they want to portray as strong they give them the masculine word to stress how she’s “just as strong as a man”! I don’t know about in East Asian, but Emperor/Empress are gendered positions of power. Whether Empress or Queen, women can rule with authority under those names without it making them weak.
