Well, lets take that the next logical step– if the screening material and the ‘competition’ material don’t necessarily match… Then the screening material is data they want to collect irrespective of the competition.
Sometimes in scientific studies, test subjects are deliberately misled as to the nature of the study to keep their perspectives on the real study from interfering with the results.
They already said that the Arwen Empire needs adepts and magical tools to compete with the K-whatever Empire. That’s what this ‘competition’ is really about–screening for potential adepts (magic soldiers), *and then* for anyone else that could contribute to the country’s magical military strength in other ways.

Why would engineering have to measure their magical ability?? Is it because there’s “magic” in magical engineering??

But still it’s like measuring your how fast you can run for a math test, totally unrelatable even in case the magic tool were made are wand/rod it’s not like the maker would use them it was made for people that actually have magical power or use magic stones.

It’s just like saying a master Black smith should also be a master master ability which is unreasonable demand 99% of time
