   Because killing her would also make his next woman empress, he is unwilling to hand over any power and an empress with no backing has the least portion of power for such a position, so for him it is best to leave her as a place holder/hostage and only get rid of her or replace her when he is closer to dying or if he wants to force a succession for a legitimate heir of his choosing.
   Right now he’s playing around with multiple women and he is playing favorites not just because of who he wants to fuck but because they are tools that allow him to have excuses to weed out whomever he wants to, strengthening himself and weaken any who opposes him.
   It’s fairly complex but it is effective in such imperialistic societies.
