Seconding Wait What’s take. It’s a very roundabout, subtle jab at those two. Even if they are barons, they are still nobles, and decorum has to be maintained. Sing is one of the Empress’ people (even if mentioned as a “dog”, but it’s being used as a dual meaning here) and he is not to be touched

I think the point is this:
By highlighting Sing’s status as his WIFE’S pet, then kicking the Pennyworth boys to the curb over their harassment of said pet… Javon’s saying that what they have to say to him now is worth less than his wife’s loyal dogsbody (and Sing is in many senses the definition of a dogsbody–making tea, walking the actual dogs, getting the mail…)
It’s backhanded, roundabout consideration–but it’s more consideration than Sing got from his own family.
