Correct me if I’m wrong but in previous times they are legit husband and wife if they did the deed. Otherwise, the husband not touching the wife can lessen the authority in the household and can also be grounds for divorce with the claim that the wife cannot perform their duties or something.

^^ She means they haven’t “completed” the marriage yet… as in they haven’t slept together. So technically they are not fully husband and wife.
